Yes!  You should check into Full Sail University.  They have a Fantastic programs there.  I am currently enrolled in their BS in Internet Marketing degree!

I was ready to recommend http://www.weebly.com as a starter, but if you want to become a professional web designer You may want to start taking classes, maybe at the local community college or university.

You can Google it, or you might ask a web designer to help you by hitting the contact us link on a site you like. Most techy people are willing to help you, but we won't do it for you. If you really want to learn, you can usually find an online course by just downloading web design software and just following the directions in the help files. Or, if you're interested in higher education, just Google online schools for web design and you'll find a lot of colleges that offer at home courses.

I've been a web designer / developer since 1998, and at the time there wasn't any official training available, other than books, and internships.

But, what I've used over the years is Lynda.com to brush up on my skills, and learn new things. Lynda.com offers video training by leading web experts and professionals on a bunch of subjects.

Lynda Weinman is one of the top web experts and her training site is one of the best in the industry. Also check out W3schools.com where you can learn code and and get certified, the site is free the certifications cost money. Another person to look up is Deke McClelland who is an expert in Adobe Products.

I would recommend starting with things like HTML, CSS, Javascript, PHP and learn things like logo design, UI / UX design, website design, typography, and choose a Content Management System to master.

I love WordPress and only build WordPress websites, that is what I focus on. If WordPress is good enough to power websites like CNN.com, it's good for my clients.

Stay away from learning online website builders like what GoDaddy.com uses. That is not a good place to start, nor is it a sensable thing to offer your future clients. Even clients on a small budget can afford a nice WordPress site, or a simple site using other CMS's such as Joomla, or Drupal.

Not to say that website builders are bad, because not all of them suck. A good online website builder is Square Space. Gogole that and take a look. But start with learning how to make websites first.
